Future of Compute

Artificial intelligence (AI) is transforming the world around us: how we innovate, how we work and how we tackle the major challenges of our time. To realise that potential, we need an integrated infrastructure. ‘The Future of Compute’ is therefore the prerequisite for scientific excellence, industrial competitiveness and strategic autonomy. By investing in it, we can shape the future of AI, rather than merely consuming it. 

‘Future of Compute’ is about hybrid systems in which semiconductors, quantum computing, integrated photonics, neuromorphic computing and high-performance computing (HPC) work together. Each technology is deployed where it is at its strongest. The Netherlands is well placed to capitalise on this: the knowledge base, the companies and the infrastructure are all in place. What is still lacking is coherence: a single shared vision that links existing programmes.

Nationale visie op Future of Compute | 2026–2027 

Digital Holland, TNO, SURF, imec, Invest-NL en Holland High Tech hebben de eerste stap gezet met de call to action Shaping the Future of Compute (mei 2026). Daarin roepen we op tot één geïntegreerde nationale visie op de Future of Compute en tot een strategie die die visie omzet in actie. 

Het uitgangspunt is nadrukkelijk niet om nieuwe programma’s of structuren op te zetten, maar om vanuit bestaande kaders meer samenhang en gezamenlijke programmering te realiseren. We bouwen voort op de Nationale Technologiestrategie (NTS), Groeimarkten voor Nederland (industriebrief), Rapport Wennink, Future of Compute (Techleap), Semicon Visie 2035, Nationaal Groeifonds programma’s waaronder QDNL, PhotonDelta, Neuromorphic Computing NL en Future Network Services.  

Want: er gebeurt al veel, en de wil om samen te werken is groot. De kansen zitten in de cross-overs tussen technologieën en sectoren, aansluiten op Europese ontwikkelingen, mits financiering en regelgeving meebewegen. Met die energie werken we nu toe naar een gedeelde visie en een concreet actieplan voor Nederland. Dat doen we als initiatiefnemers van de call to action Shaping the Future of Compute: Digital Holland, TNO, SURF, imec, Invest-NL en Holland High Tech en in samenwerking met onder andere imec, QDNL, PhotonDelta, Neuromorphic Computing NL, SURF, TNO, Techleap, Future Network Services en Invest-NL. 

De ambitie: de positie van Nederland en Europa in het mondiale compute-ecosysteem versterken, innovatie in AI en advanced computing versnellen, een deeptechsector ondersteunen die internationaal opschaalt, en een duurzame, energie-efficiënte en strategisch autonome compute-infrastructuur bouwen als fundament onder onze digitale toekomst.

Future of Compute: Why now?

The demand for computing power is growing dramatically, whilst energy is becoming a limiting factor. Other countries are now investing billions in their own, sovereign computing infrastructure. At the same time, the momentum is there: between the recommendations of Draghi and Wennink, the NTS’s ten action agendas, and the growing European cooperation and the United Kingdom, there is a window of opportunity. The question is no longer whether we should act, but how quickly we can bring existing coalitions together. 

The figures show that we are onto something. The ‘Future of Compute’ study by Techleap and TNO (December 2025) identified a cohort of 65 Dutch companies specialising in quantum computing, photonics, neuromorphic computing and advanced semiconductors – a rapidly growing group that is attracting an increasing share of European deep-tech capital.  

The link between digital and deep tech makes sense. The Semicon Vision 2035, which the Ministry of Economic Affairs and Climate Policy submitted to the House of Representatives in April 2026, identifies growth markets at the heart of the Future of Compute: the design of energy-efficient AI-accelerating chips, heterogeneous integration, quantum chips for computing and communication, and 6G. Investments in integrated photonics and advanced packaging also form building blocks of the future compute stack. So there is plenty to build on. 

Future of Compute adds the integrated systems perspective to this: how these building blocks come together to form a single, functioning stack – from chip to software, from the edge to the cloud – and how end-users in healthcare, industry, energy and science actually put it into practice. We are making that connection together with the organisations that are already working on it. 

Focus

  • Begin bij de cross-overs, daar zit de waarde. Fotonica–CMOS, packaging, quantum–semicon, de verbinding van cloud naar edge: juist op de raakvlakken tussen technologieën en sectoren liggen de kansen die nu nog onbenut blijven. 

  • Lab naar fab blijft de lastigste stap. Veel instrumenten richten zich op de vroege fase, terwijl opschaling naar productie en adoptie in de waardeketen jaren duurt. 

  • De vraagzijde verdient meer aandacht. Launching customers, concrete use cases en gerichte inkoop maken het verschil tussen een mooie technologie en een werkend ecosysteem. 

  • De randvoorwaarden bepalen het tempo. Financiering die ook pilots en opschaling dekt, regelgeving die investeren mogelijk maakt in plaats van bestraft, en goede aansluiting op Europese programma's.
