Chips Act 2.0: Europe strengthens its semiconductor strategy

With the Chips Act 2.0, the European Commission is presenting an updated strategy for the European semiconductor industry — as part of the broader European Technology Sovereignty Package.

Building on the first Chips Act of 2022, the new proposal aims to strengthen the European semiconductor ecosystem, reduce strategic dependencies and boost both demand for and production of advanced and standard chips within the EU.

The package was presented by Henna Virkkunen, Executive Vice-President of the European Commission responsible for technological sovereignty, security and democracy, as part of Europe’s broader Technological Sovereignty Package.

Chips Act 2.0 goes one step further

The original Chips Act was an initial response to the critical vulnerabilities in the global semiconductor supply chain that had become apparent at that time. The Chips Act 2.0 goes a step further: it speeds up licensing procedures, deepens cooperation with like-minded partners and introduces a new label of excellence for European chip regions. In addition, the Act explicitly adopts an ecosystem approach, bringing European chipmakers closer to their customers — such as data centres, cloud providers and AI Gigafactories. AI-related chips are a key focus here: they are expected to account for more than 70% of the semiconductor market by 2030.

This is an important step towards a more competitive, safer and more resilient European digital economy and towards strengthening the Union’s technological sovereignty — precisely the arena in which the Dutch high-tech ecosystem can play a key role.
