Government launches international AI strategy: the Netherlands must take a leading role

6 July 2026

The government has presented an international strategy for a safe and responsible AI transition. Minister Berendsen of Foreign Affairs, Minister Sjoerdsma of Foreign Trade and Development Cooperation, and State Secretary for the Digital Economy and Sovereignty Aerdts submitted the strategy to the House of Representatives. This is significant news for the Dutch high-tech sector: with smart entrepreneurs, innovative research institutions and a strong chip industry, the Netherlands has everything it needs to play a leading role, alongside like-minded countries, in the development and application of groundbreaking and responsible AI.

Artificial Intelligence

The government sees opportunities to use AI to strengthen security, for example in the areas of cyber resilience and defence innovation. At the same time, the European AI infrastructure is heavily dependent on non-European providers, which poses risks given the current geopolitical tensions. The government aims to reduce these dependencies and enhance Europe’s capacity to act.

Diplomacy and new coalitions

Specifically, the government is focusing on:

  • Targeted diplomatic efforts: in Brussels, to ensure effective and workable European legislation and regulations on AI; and globally, by investing in diplomats’ knowledge and skills in the field of AI.

  • New coalitions and partnerships: to protect our shared values, prevent misuse and strengthen our own industry, the Netherlands must forge new collaborations – both within Europe and with like-minded countries worldwide.

  • Strengthening European AI capacity and infrastructure: so that we can enhance our understanding of the opportunities and risks of AI, enabling the Netherlands and its European partners to shape the AI agenda and strengthen European industry on the basis of their own expertise.
