2025: Holland High Tech invests in innovation with 129 PPP projects

In 2025, Holland High Tech awarded a total of 129 public-private partnership (PPP) projects. In these projects, more than 100 companies (from start-ups to large corporations) collaborate with 21 research organizations on innovations for major societal challenges and urgent transitions, using (key) technologies. The projects align closely with the National Technology Strategy (NTS) and the Knowledge and Innovation Agendas, including the KIA Key Enabling Technologies.

Following the 134 PPP projects awarded in 2024, 2025 also demonstrates that public-private partnerships are firmly anchored in the Holland High Tech ecosystem. The PPP projects utilize one or more key technologies from the innovation domains and contribute to strengthening the international competitive position of the Dutch high-tech sector. In our 2025 Annual Report, which we will publish in 2026, we will clearly summarize all the results achieved by these PPP projects.

88 PPP projects within 13 strategic programs

A significant portion of the projects is running through Holland High Tech's 13 strategic programs. In 2025, 88 PPP projects were awarded within these programs, receiving a total of €33.9 million in grants from the PPP Innovation Scheme (PPS-I) of the Ministry of Economic Affairs.

These strategic programs focus on technologies such as Quantum Technologies, Photonics and Optical Technologies, Semiconductor Manufacturing Equipment, Systems Engineering, High-Tech Materials, Advanced Chip Packaging, Circularity & Raw Materials, and the Security Market. Within these multi-year research lines, companies and knowledge institutions collaborate on the high-tech foundation for future innovations.

41 PPP projects in innovation domains

In addition to the projects within the strategic programs, an additional 41 PPP projects were awarded funding in 2025 within Holland High Tech's innovation domains. A total of €13.7 million in PPP-I subsidies has been made available for these projects.

These projects focus on the further development of (key) technologies such as sustainable mobility, systems engineering, smart industry, quantum technologies, and mechatronics & optomechatronics. They thus make a significant contribution to innovation in sectors such as energy, mobility, healthcare, manufacturing, and safety.
